There is no appraisal, no credit score requirement, no debt-to-income calculation, and no income verification in most cases. Core Eligibility Requirements

What Is Not Required
No new appraisal is required. The lender does not verify income or employment. No new credit report is pulled for underwriting purposes. DTI is not calculated. This makes the Streamlined Assist accessible to borrowers who have had income changes, credit events, or other qualifying issues since origination, as long as mortgage payments have been current.
Guarantee Fee Structure
The USDA upfront guarantee fee for a refinance is 1.0% of the loan amount. The annual fee is 0.35% of the outstanding balance. Both can be financed into the new loan. Unlike FHA, USDA does not remove the annual fee based on LTV or loan age, so the fee continues for the life of the loan.
Income Limit Still Applies
Even though income is not verified for qualification, the borrower must still meet USDA income limits for the property's county at time of refinance. If household income has risen significantly since the original purchase, run an income eligibility check before taking application. Exceeding the 115% AMI cap disqualifies the loan even under the streamlined program.
