USDA Guaranteed loans can accommodate minor property deficiencies through a repair escrow, sometimes called a completion escrow or repair holdback. This keeps deals alive when a rural property needs small fixes but the seller will not complete them before closing.
How the Escrow Works
The lender holds funds in escrow equal to 150% of the estimated repair cost. The property still must meet USDA minimum property standards as of the appraisal date, with the noted deficiencies documented. A contractor estimate is required at underwriting. Funds are disbursed to the contractor upon verified completion. If the borrower completes repairs themselves, materials-only costs may be reimbursed depending on lender policy.
What Repairs Qualify
- ✦Minor and non-structural: flooring replacement, painting, minor HVAC repairs, appliance installation
- ✦Cosmetic items that do not affect livability or structural integrity
- ✦Items noted as minor deficiencies by the USDA appraiser
- ✦Structural repairs (foundation, roof replacement, major systems) typically do not qualify for escrow holdback and must be completed before closing
Timeline and Documentation
Repairs must be completed within 90 days of closing. The lender or their agent inspects completed work before releasing funds. Incomplete repairs past the 90-day window put the lender in a compliance position and may require USDA notification. For larger deficiencies, the cleaner path is to negotiate seller repairs before closing rather than relying on the escrow.
Distinction from USDA Section 504
The USDA Section 504 Home Repair program is a separate, direct program for very low-income existing homeowners who need to repair or improve their current home. It is not related to the purchase escrow described here. Borrowers asking about home repair loans for a property they already own should be referred to USDA Rural Development directly.
