USDA operates two primary mortgage programs under Section 502 of the Housing Act. They share the same zero-down structure but differ substantially in who funds them, who qualifies, and who processes them. MLOs can originate only one.
USDA Section 502 Direct Loan
The Direct Loan is funded entirely by the federal government through USDA Rural Development. It targets very low to low-income households, generally those at or below 80% of AMI depending on the county. Payment assistance subsidies are available that reduce the effective interest rate to as low as 1%. The tradeoff is processing: Direct Loans are handled by USDA Rural Development field offices, not private lenders. Turnaround can run several weeks to months. MLOs cannot originate Direct Loans; borrowers apply directly through their local USDA office.
USDA Section 502 Guaranteed Loan
The Guaranteed Loan is originated by USDA-approved private lenders and banks. USDA insures 90% of the loan against default. This is the product MLOs originate. Income limit is 115% of AMI (check the USDA Eligibility site for current county limits). No down payment required. The upfront guarantee fee is 1% of the loan amount (typically financed into the loan). The annual fee is 0.35% of the average outstanding principal balance, assessed monthly.

- ✦Guaranteed: GUS (Guaranteed Underwriting System) typically requires 640 FICO for an automated Accept; manual underwrite available below 640
- ✦Direct: USDA field offices may approve borrowers below 640 through manual review with compensating factors
- ✦Both programs require the property to be in a USDA-eligible rural area; verify at the USDA Eligibility website
- ✦Both require primary residence occupancy; no investment or vacation use
Which One to Use
If a borrower comes to you earning under 80% AMI in a rural area and is having trouble qualifying for the guaranteed product, refer them to the local USDA Rural Development office for the Direct program. Your role ends at origination; theirs begins. For all other USDA deals, use the guaranteed program through your lender relationships.
