The HUD Housing Choice Voucher (HCV) Homeownership Program allows public housing authority participants to use their Section 8 voucher toward a first-time home purchase instead of a rental subsidy. The program is voluntary: PHAs can choose to offer it or not. For qualified participants, it can convert a rental subsidy into homeownership assistance with no additional federal cost.
Borrower Eligibility Requirements
Not every Section 8 voucher holder qualifies for the homeownership program. HUD's baseline requirements include:
- ✦Income of at least the federal minimum wage times 2,000 hours annually (approximately $14,500 in 2026)
- ✦First-time homebuyer status (or displaced homemaker or single parent who previously owned with a spouse)
- ✦At least one year of continuous full-time employment, with exceptions for elderly or disabled participants
- ✦Completion of a pre-assistance homeownership counseling program
- ✦Must not have defaulted on a prior HCV homeownership mortgage
How the Voucher Works as Payment Assistance
The PHA pays the housing assistance payment (HAP) directly to the lender each month, the same way it pays a landlord in a rental voucher arrangement. The borrower pays the difference between the HAP and the actual mortgage payment. The mortgage must be a fixed-rate, fully amortizing loan. Interest-only, adjustable-rate, and balloon loans are not permitted.
PHA Participation Is Voluntary
Not all PHAs offer the homeownership program. An MLO serving a market with active voucher holders should contact the local PHA to confirm whether the program is active in that jurisdiction. Many PHAs have waitlists for the homeownership program separate from the general voucher waitlist. Timing matters: vouchers expire if the holder does not find a qualifying property within the PHA-set search period.
