FHA Title II Manufactured Home Loans: Land Requirement, Foundation Certification, and FICO Minimums

FHA Title II is the primary government-backed option for manufactured home financing when the borrower also owns or is purchasing the land. The program offers low down payment and flexible credit standards, but the property must meet strict HUD standards that most manufactured homes do not automatically satisfy.

Real Property and Land Requirements

Under FHA Title II, the manufactured home must be classified as real property, meaning it must be permanently affixed to land that the borrower owns or is purchasing simultaneously. The home and land must be encumbered by a single mortgage. A manufactured home on leased land is not eligible for Title II. The home must also be the borrower's primary residence; FHA does not insure Title II manufactured home loans for investment or second-home use.

HUD Foundation Standards

  • The home must be on a permanent foundation meeting HUD's Permanent Foundations Guide for Manufactured Housing (1996 edition)
  • A licensed engineer or registered architect must certify that the foundation meets HUD standards
  • The foundation certification must be issued on the engineer's official letterhead and signed and sealed
  • Homes on piers or blocks without a perimeter enclosure typically fail; a full perimeter foundation or a certified pier-and-beam system is required
  • The HUD tag or data plate must be visible on the home; a missing tag requires a HUD label verification letter

LTV and FICO

FHA Title II allows up to 96.5% LTV for borrowers with FICO 580 or above, and up to 90% LTV for borrowers with FICO 500-579. The maximum loan amount is subject to FHA county loan limits, but manufactured home-specific maximums apply: for the home and lot combined, the 2026 FHA limit for a single-section manufactured home is $92,904; for a multi-section home on a lot, the limit is $150,801. These limits are separate from the standard FHA single-family limits and are lower in most markets. Most lenders overlay a minimum 620 or 640 FICO regardless of FHA's 580 floor.
