Remediation is required before VA will guarantee the loan. The VA appraisal is not a lead paint test; it is a visual inspection for deterioration. Testing for lead content in the paint itself is a separate step that the borrower or buyer can commission independently.
Conventional and Lead Paint
Conventional lenders (Fannie Mae, Freddie Mac) do not have a specific lead paint inspection requirement beyond the EPA disclosure requirement. However, appraisers note deteriorated paint as a property condition on conventional files as well, and many conventional underwriters require remediation when visible deteriorated paint is present. The federal Renovation, Repair and Painting (RRP) rule requires certified contractors for renovation work on pre-1978 properties.
