Floating Home Mortgage 2026: Why Agencies Will Not Finance Houseboats and What Does

Fannie Mae, Freddie Mac, FHA, VA, and USDA do not finance floating homes or houseboats under any standard program. Permanently sited floating homes may have portfolio options, but the path is narrow.

Floating homes occupy a unique legal and regulatory position. Unlike most unusual property types, where the primary challenge is the appraisal, floating homes face outright exclusion from every major agency residential mortgage program. If your borrower wants to finance a houseboat or floating home, every standard residential product is off the table before you even evaluate the individual file.

Agency Positions on Floating Homes

Fannie Mae's eligibility guidelines specifically exclude houseboats and floating homes. Freddie Mac similarly excludes them. FHA does not insure mortgages on floating homes under any standard program. VA does not guarantee floating home loans. USDA rural development programs do not finance floating homes. There are no exceptions or overlays available that would allow a standard residential agency loan on a floating home.

Real Property vs. Vessel Classification

The foundational legal issue is classification. A floating home registered with the Coast Guard or state DMV as a vessel is personal property. It cannot be mortgaged as real estate regardless of how large it is or how permanently it is sited. A floating home affixed to pilings on a deeded slip, connected to permanent utilities, and taxed as real property may be eligible for portfolio or specialty lender consideration, but this classification is property-specific and state-specific.

  • Specialty marine lenders who specifically underwrite floating home loans on permanently sited structures
  • Some community banks and credit unions with local knowledge of the floating home market
  • Portfolio lenders who treat the floating home like manufactured housing if it meets local real property classification
  • Hard money lenders for investment or short-term bridge needs
  • Marine loans or personal loans for vessels not eligible for any real estate financing
