FHA Self-Sufficiency Test 2026: The 3-4 Unit Rule MLOs Get Wrong

FHA requires 3-unit and 4-unit purchases to pass a self-sufficiency test before the loan can close. Here is how the test works, how to calculate it, and what happens when a property fails.

FHA financing on 3-unit and 4-unit properties requires passing the self-sufficiency test before the loan is eligible for FHA insurance. This test is specific to 3-4 unit properties; it does not apply to 2-unit or single-family purchases. A significant number of multi-unit FHA deals fall apart here because neither the MLO nor the borrower knew the test existed.

How the Test Works

The self-sufficiency calculation: 75% of gross monthly rents from all units (including the unit the borrower will occupy) must be greater than or equal to the monthly PITI payment. Rent figures come from the appraisal's market rent schedule, not from existing leases or borrower estimates. The appraiser completes a market rent analysis as part of the FHA appraisal on multi-unit properties.

Calculation Example

Three-unit property. Appraiser estimates market rent of $1,800 per unit per month for all three units. Total gross monthly rent: $5,400. Apply 75% factor: $4,050. If the monthly PITI is at or below $4,050, the property passes. If PITI is $4,200, the property fails and the borrower cannot use FHA financing on that property.

What Happens When the Property Fails

Failure is absolute: the borrower cannot use FHA on that property. Options include switching to conventional financing (no self-sufficiency test), negotiating a lower purchase price to reduce PITI, or finding a different property. There is no waiver or exception. The test result is appraiser-determined and cannot be negotiated after the fact.

Distinction from Rental Income Qualification

The self-sufficiency test is separate from qualifying income. Even if a property passes the test, the MLO still documents rental income from non-occupied units (75% of market rent or actual leases) to count toward DTI qualification. These are two distinct calculations that happen in parallel, not the same analysis.
