Streamline refinances are high-efficiency transactions when structured correctly and regulatory minefields when not. Each agency defines net tangible benefit differently. Misapplying the rule creates compliance risk, and failing to meet the threshold kills the deal at underwriting.

FHA Streamline Net Tangible Benefit

FHA Streamline requires a net tangible benefit calculated against the existing FHA loan. For a fixed-to-fixed refinance, the new rate must be at least 0.5% lower than the existing rate and the combined rate (interest rate plus MIP factor) must also be lower. If the borrower is moving from an ARM to a fixed, any reduction in combined rate satisfies the test. Credit qualifying Streamlines require full income and credit documentation; non-credit qualifying Streamlines do not, but lenders may add overlays requiring payment history and a minimum FICO. No appraisal is required.

VA IRRRL Net Tangible Benefit

  • Fixed-to-fixed: new rate must be at least 0.5% lower than the existing rate
  • ARM-to-fixed: new rate need only be lower than the existing rate with no minimum spread required
  • Recoupment test: all fees and costs must be recouped within 36 months from the reduced payment
  • Funding fee: 0.5% of the loan amount; may be financed into the new loan
  • No appraisal required, no income verification required for standard IRRRL

USDA Streamline and Streamline Assist

USDA Streamline Assist requires a minimum $50 monthly payment reduction in principal and interest. No appraisal is required, no income documentation is required, and no credit score minimum applies at the agency level. The existing loan must be current for the prior 12 months. Streamline Assist is the more lenient option; standard USDA Streamline requires credit qualification and income verification. Both require the original loan to be a USDA Guaranteed Loan, not a USDA Direct Loan.
